Para Panamá se han reportado 497 especies de hepática (Arrocha, Guerra, Batista, & Benítez, 2021;
Dauphin, 2015; Ellis, Afonina, et al., 2022; Ellis, Arrocha, et al., 2022), de estas aproximadamente 21
corresponden a Metzgeria (Metzgeriaceae) y 32 especies a Plagiochila (Plagiochilaceae). Los géneros
Metzgeria y Plagiochila son considerados abundantes y diversos dentro de las hepáticas neotropicales
(Gradstein, Churchill, & Salazar Allen, 2001). Al comparar la cantidad de especies de Metzgeria y
Plagiochila presentes en Panamá y Colombia (31 especies de Metzgeria y 59 de Plagiochila), Panamá
presenta aproximadamente 50 % menos especies. Sin embargo, consideramos que en nuestro país aún
existe desconocimiento del estado actual de la diversidad de estos (y otros géneros) y estas cifras
podrían ser muy similares. Para fortalecer este aspecto es necesario realizar exploraciones botánicas,
análisis de la diversidad morfológica y establecer vínculos con instituciones e investigadores de otros
países.
El Herbario UCH de la Universidad Autónoma de Chiriquí (UNACHI) en Panamá, desarrolló del 21 de
febrero al 17 de marzo de 2022 una capacitación para analizar la variabilidad morfológica y diversidad de
Metzgeria y Plagiochila, géneros de hepáticas típicos de los bosques nubosos de la provincia de Chiriquí.
Con el objetivo de comprender mejor la morfología de estos géneros, el investigador Dr. Angel Benítez
Director del Herbario HUTPL (Loja, Ecuador) junto con el equipo de Briólogos del Herbario UCH,
realizaron trabajos de campo y de laboratorio para estudiar especímenes herborizados y frescos, de
distintos sitios de interés.

Professional development involves the study of other aspects of the law, as well as its applicability
in the international framework; for this reason, being students of the Master’s Degree in Human Rights and
Constitutional Justice, we have the need to verify those procedural aspects when raising a case and initiate a
lawsuit before the Inter-American Court of Human Rights, which we have tried to illustrate in a simple and
easy to understand format, so that in a didactic way it contributes to the knowledge of the community of legal
professionals who maintain an interest in entering the field of human rights.
For this reason, the case is focused on an era marked by the violation of these human rights, the product of
an abusive, totalitarian and entrenched military regime in political power, which in perspective allows us to
show, the violations caused by said acts to members of society and the possible repercussions that these abuses
can bring to a member state of the Organization of American States.

An analysis is made of a Panamanian case, related to a deficient public health service, and the possibility that the right to health, be claimed before national and international organizations, having as a frame of reference the international standards of this right before the contentious sphere of the Inter-American Court of Human Rights. The case study is about Mike Montenegro, retired, diagnosed with kidney failure, which he acquired through Hepatitis C infection in a state hospital center.

The Autonomous University of Chiriquí, has in its academic offer the Master’s Degree in Human Rights and Constitutional Justice, which within its curriculum has the subject “Inter-American System and Compliance with the Judgments of the Inter-American Court”, which is being taught by the Dr. Julia Saenz, who with care and detachment has taken the reins to promote the first electronic magazine called “Society and Human Rights”, which in this first edition has a special emphasis on human rights.
The central axis of the article is the analysis of events that took place during the military coup of 1968, a historic moment that allows the development of the “Case of the Master Herasto”, which allows us to file a complaint before the Inter-American Commission on Human Rights, in order to request the responsibility of the Panamanian State.
